What is CAS?

CAS不是政府机构,是民间结构,主要由政府资助。
说是非赢利的,但他们可以随便花钱,不受别人甚至政府控制。谁也不知道他们的钱怎么花,因为他们不会公开。
CAS is a quasi government. In fact, it is a Ministry funded non government organization (NGO), operated by a board of directors who are formed by and elected from volunteers. Our chinese community should participate more in such NGOs to influence their policy and practice. Such a quasi government structure may be foreign to most Chinese from China, but very common in the Western World. For example, UNICEF does not belong to, but is regulated and funded by the United Nations. The same applies to our schools and hospitals. None of our schools in Ontario are run by the government. The Ministry of Education funds the School Boards who operate schools.
Is CAS regulated? Yes, CAS is heavily regulated, to the extend "regulated to death". It is very similar to a casino operation. Social workers watch the parents and the child. Supervisors watch the social workers. Managers watch the supervisors. The board of directors and the Ministry regional program supervisor watch the managers. Every critical case work decision, e.g. removing a child, is checked, re-checked and counter-checked by numerous people. For court case, the judge, the child's lawyer, the child's advocacy office where applicable and the parents' lawyers are watching as well.
How does CAS receive the funding and spend the funding? CAS has a history over 150 years. Before 1998, the funding came from the city government, the provincial government and donation. After the Ontario Risk Assessment Model in 1998, the provincial government picked up all funding and all supervision/monitoring responsibilities. CAS receives funding case by case. As I have said before, only investigations will make a "profit". All children in care are sources of financial "bleeding". The Auditor General's report will illustrate over half of the budget is spent on children in care.
CAS is required to submit the MYRBP (Multi-Year Results Based Planning) which includes the budget and staff salaries. The MYRBP must be approved by the board and the Ministry. All financial spending is under Ministry's supervision.
Should CAS be regulated? Absolutely. We are angry when someone mis-uses and abuses our money. However, what is more important is the legal authority CAS has. A CAS mis-judgement may tear a family into pieces, so external monitoring is a must.
What is the consequence if CAS fails to meet its mandate? If a worker or a supervisor fails to meet the performance requirement, he/she will be terminated. Once terminated by CAS, that's the end of most of their social work career. If an agency fails to meet the performance requirement, the Ministry will take over the agency and all managers will be shown to the door. This has happened in CAS history. |
