"typically" does not mean "always".  "typically" means "there are other exceptions"

有关谷爱凌国籍问题的更新，IOC在回复我的查询时给出了和中国领事馆不同的说法，称：
“谷女士于2019年获得中国国籍。在2020年洛桑青年冬奥之前，体育国籍变更已于2019年12月提交给IOC执委并获批，严格按照《宪章》41条1款2款附则。
中国奥委会遵循适当程序，提交了必要文件，包括她的中国护照副本。”

《奥林匹克宪章》（Olympic Charter）的用词是“national”（国民），而不是“citizen”（公民），两者有区别。

“按照领事馆的说法，中国司法部于 2020 年放宽了外国人获得永久居留权的规定，让在体育、科学、文化等领域取得国际认可的人才，有资格获得永久居留权。谷爱凌和其他运动员通过此程序，因此获得代表中国参 2022 年奥运会的资格。”
--- 外国人获得永久居留权，就成为“national”（国民），例如，从中国来加拿大的移民（获得了永久居留权），必须在加拿大住满多少天，才能申请加入加拿大国籍，未入籍的新移民也可以加入加拿大队去参加奥运会。

“British National (Overseas)”
--- 很多香港人就是British National (Overseas)，但是，他们不是citizens，想成为英国公民必须申请入籍。现在英国允许这些香港人移民去英国（成为permanent residents），然后可以申请入籍。

“British protected person”
--- 包括“难民”，他们成为permanent residents，然后他们可以申请入籍。

你说 "领事无常识"，表现你很无知。可能的情况是：领事知道她原来是永久居民，然后她入籍了，她没有“通知”领事，领事也没有义务去跟进她是否入籍了。


领事说她是永久居民，是根据他原来知道的情况（她以前、当时是永久居民），后来如何他不知道，也没有必要去跟进。
