Your pictures are pretty, and your words are pretty. I enjoy reading them. I trust your wife is pretty also.
However, your cases do not look true. It seems you made a lot of assumptions.
For case 1
You said this person have 4 condos, and 4 houses, and did not report taxes, if this is true, than he is dummy. Rental expenses can be used to claim against rental income, these expenses include interest payments, utilities expenses, maintenance expenses, insurances etc. As this family in Canada does not have employment income, the person and the spouse both have about $10,000 basic personal tax exemptions, therefore, the bottom line for tax will not be much.
Secondly, for additional properties, banks normally require 35% down payments. It is in question, how this person can get mortgages from banks if he has not report income in Canada.
Third, capital gains are subject to tax at 50% only.
So, this case is not true, or this guy is mixing up everything by himself.
